莱比锡是一座具有民主传统和历史象征意义的城市。1989年,东欧民主运动的重要篇章在这里展开。圣尼古拉教堂的和平祈祷会,以和平、理性的方式凝聚民众力量,最终推动了历史性的社会转型。

刘晓波一生追求中国社会的自由、人权与宪政未来,并以“和平理性非暴力”为基本理念,为中国民主进程留下了重要的思想遗产。晓波先生在生命最后阶段留下“我没有敌人,我也没有仇恨”的庄严宣言。这不仅是一种政治理念,也是一种面对歷史苦难时的人文精神。它昭示人们,一个民族真正走向自由与民主,不仅需要制度的改变,也需要超越仇恨、走向和解的精神力量。

我们尊重并继承世界各地非暴力民主运动的经验。放弃暴力,採取理性务实的手段,是减少社会撕裂、避免歷史循环、实现公平转型的重要原则。以法律取代报復,以正义取代仇恨,以制度保障未来,是中国社会走向现代文明的重要方向。

我们认为,中国未来的政治转型必须建立在人民权利、法治原则和民主制度基础之上。对于歷史上的错误与伤害,应通过公开、合法、文明的程序实现真相、公义与社会和解,而不是陷入私人復仇和无休止的沖突。我们坚持和平、理性、非暴力的基本原则,但也理解歷史进程中的复杂性。面对任何社会深刻变革,我们尊重人民追求自由与尊严的权利,反对无差别的暴力与仇恨循环。我们希望中国未来的变化能够以最少的伤害、最大的社会共识,实现和平、有序、公正的转型。

我们关注并学习世界各地民主转型的经验。台湾民主的发展,为华人社会探索和平、有序的政治转型提供了重要参考。未来中国的宪政建设,应积极吸收国际社会在人权保障、法治建设、民主制度运行方面的经验,并与全球民主力量开展交流。

我们相信,真正稳固的民主制度,不仅依靠选举程序,更依靠宽容精神、公民社会、法治文化、权力制衡和对基本人权的尊重。

今天,中国社会面临深刻变化。无论未来发生怎样的历史转折,我们都希望中国能够避免暴力循环,实现和平、有序、公正的社会转型。

我们坚信,道义的力量不会消失,对自由、尊严和正义的追求不会停止。无数人为中国的民主、法治与人权理想付出的努力,不会被历史遗忘。

我们在莱比锡共同声明:

我们将继承刘晓波先生和平、理性、非暴力的精神,并充分预估民主转型中可能出现各种复杂的局面;我们将推动中国民主宪政理念的发展;我们将倡导法治、自由、人权与社会和解;我们将与中国民众一道,为建设一个自由、公正、民主、和平的未来中国而努力。

Leipzig Declaration on Peace and Constitutionalism
— Commemorating the Ninth Anniversary of the Passing of Mr. Liu Xiaobo

In 2026, we are holding a symposium in Leipzig, Germany, to commemorate Mr. Liu Xiaobo and discuss constitutional democracy in China.

Leipzig is a city with a democratic tradition and profound historical significance. It was here that a pivotal chapter of the democratic movements in Eastern Europe unfolded; the peace prayers at St. Nicholas Church rallied the people through peaceful and rational means, ultimately driving a historic social transformation.

Throughout his life, Liu Xiaobo strove for a future of freedom, human rights, and constitutional democracy in China. Guided by the core principles of peace, rationality, and non-violence, he left behind a significant intellectual legacy for China’s democratic journey. In the final stages of his life, Mr. Liu issued the solemn declaration: “I have no enemies, and I harbor no hatred.” This statement represents not merely a political philosophy, but a profound humanistic spirit in the face of historical suffering. It reminds us that for a nation to truly advance toward freedom and democracy, it requires not only institutional change but also the spiritual strength to transcend hatred and embrace reconciliation.

We respect and draw upon the experiences of non-violent democratic movements worldwide. Renouncing violence and adopting rational, pragmatic methods are crucial principles for minimizing social division, breaking cycles of history, and achieving a just transition. Replacing retribution with the rule of law, replacing hatred with justice, and securing the future through institutional safeguards represent a vital direction for Chinese society’s journey toward modern civilization.

We believe that China’s future political transition must be grounded in the rights of the people, the principles of the rule of law, and democratic institutions. Historical wrongs and injuries should be addressed through open, lawful, and civilized processes to achieve truth, justice, and social reconciliation, rather than descending into private vendettas and endless conflict. While we uphold the fundamental principles of peace, rationality, and non-violence, we also acknowledge the complexities inherent in historical processes. In the face of profound social change, we respect the people’s right to pursue freedom and dignity, and we oppose indiscriminate violence and cycles of hatred. We hope that future changes in China will bring about a peaceful, orderly, and just transition—one achieved with minimal harm and the broadest possible social consensus.

We observe and study the experiences of democratic transitions around the world. The development of democracy in Taiwan offers a significant reference for Chinese-speaking societies as they explore paths toward peaceful and orderly political transformation. Future constitutional development in China should actively incorporate international experience regarding the protection of human rights, the establishment of the rule of law, and the functioning of democratic institutions, while fostering engagement with democratic forces globally.

We believe that a truly robust democratic system relies not merely on electoral processes, but on civic spirit, a culture of the rule of law, checks and balances on power, and respect for fundamental human rights.

Today, Chinese society is undergoing profound change. Whatever historical turning points may lie ahead, we hope that China can avoid cycles of violence and achieve a peaceful, orderly, and just social transformation.

We firmly believe that the power of moral conviction will not vanish, and the pursuit of freedom, dignity, and justice will not cease. The efforts made by countless individuals toward the ideals of democracy, the rule of law, and human rights in China will not be forgotten by history.

We issue this joint statement in Leipzig:

We will uphold the spirit of peace, rationality, and non-violence embodied by Mr. Liu Xiaobo, while we fully anticipate the various complex situations that may arise during the democratic transition; we will advance the development of concepts regarding democratic constitutionalism in China; we will advocate for the rule of law, freedom, human rights, and social reconciliation; and, together with the Chinese people, we will strive to build a future China that is free, just, democratic, and peaceful.

We will uphold the spirit of peace, rationality, and non-violence embodied by Mr. Liu Xiaobo, while acknowledging the complex situations that may arise during the process of historical transformation; we will advance the development of concepts regarding democratic constitutionalism in China; we will advocate for the rule of law, freedom, human rights, and social reconciliation; and, together with the Chinese people, we will strive to build a future China that is free, just, democratic, and peaceful.
